The positions I applied for are all in line with my qualifications and skill level. I am curious to why I haven't received any responses. Is it because employers give preference to local candidates over out of state candidates?

HR recruiters don't think that someone applying from out of the area is a viable candidate. Make sure you indicate in your cover letter that you are relocating to the area and you are available to interview at any time (but you have to mean it).
Follow up with a call within a week of mailing your resume, and reassure the recruiter that you are relocating and you're available to come in for an interview.
Reply:Not sure. But I want to confirm you are not using those stamps with the Mickey Mouse picture on them.
